![]() The Emancipation Proclamation was issued by President Abraham Lincoln on January 1, 1863. The proclamation freed slaves in the rebellious states, but did not end slavery in the nation at that time. It did allow African American men to join the Union Army and Navy, helping the Union to expand the freedom of all enslaved persons with each victory.
